Diyaree Mohammed for payam: There is no justification for
not implementing the information law
Metro Center director announced that there are no
justifications for not implementing law No. 11 right to access information, we
ask for any obstacles before the implementation of this law to be removed.
Law No. 11 of the
right to information was passed by the Session No. 28 of the Kurdistan
Parliament on June 5th 2013.
The law contains 22 articles. The aim of the law is to
enable and facilitate for the citizens of the region to have their right to
obtain information from the public and private institutions.
Diyaree Mohammed asked journalists and civils according to article
17 which is specified for protesting, Diyaree Muhammad demanded that
journalists and citizens in accordance with Article 17 which is dedicated to
protesting، that is،whenever the request for access to information has been rejected، he has the right to protest the decisions and
procedures of public or private institutions. He said،"There is no justification for not implementing the law
number 11 of the right to access information، and
we demand that all the obstacles to the implementation of this right be
removed."
Article 19 of the Universal Declaration of Human Rights
states that "every person has the right to freely express his or her
opinion." This right indicates that all people without fear and anxiety
have their own confidence in obtaining information،ideas، and disseminating them freely to
access the necessary tools.
In the constitution of
more than 90 member states of the United Nations، the right to information is the same as the basic rights of citizens، and Sweden was the first country in 1776 to
grant its citizens access to public information and official documents.
On July 10،
2019، the Kurdistan Parliament gave confidence to the team of the 9th
Cabinet of the Kurdistan Regional Government. The Prime Minister of the 9th
Cabinet of the Kurdistan Regional Government in the period of promoting the
public lines of the cabinet program، especially
on the topic of "freedom، democracy
and life" in the second point، "we
insist on establishing and strengthening the principles of democracy، freedom and access to information according to the law
for the citizens of the region."
However, Metro Center has a large number of complaints of
journalists who have faced many obstacles in getting access to the information
they ask for, a lot of the information they try to access is declared "private”
and their request is denied.
